The Policy Agenda
The pro-democracy agenda is fairly straightforward. Most importantly, the constitution and laws must protect participation, freedom, equal opportunity, human rights, and self-determination.
Legitimate Government
A "popular sovereign" government is a system where the government is controlled by and accountable to the people. Authority derives from the consent of the governed. In practice, this is often achieved through elections, where citizens choose their leaders. The government is expected to serve the will of the people.
